To IC directly, with CC to ALG (and BCC to Samura),
You may find this to be a bit off setting but due to complications of policy changes Kishiro cannot allow more than 5,000 units of plutonium to pass through Kusari States and frontiers (Mainly Honshu System is off limits to transporting various goods including Plutonium). There is soon a press release regarding the reasons why this change is so urgent.
I just personally would like to allow IC to be aware of this before anything becomes complex between shipping agreements by any other corporation. Hopefully you may understand, and condolences for any inconvenience that may provide for ALG.
All of this will be resolved soon enough.
