No, it's the only way to keep somebody in a fight. Just yesterday we had a RH gunboat in Texas interfering with Liberty commerce. We responded and one of us had to constantly CD to keep it from running, and it still got away anyway.
Might be better to have countermeasures use a turret slot. Then people could choose if they want to fight or run.

Same applies to gunboats which are attacking cruisers.
If you're looking to stop them pirating, you'll have to find some other method, I guess.
As for fighters used as CDers: they aren't any good in launching Reinforced CD (which is required to intercept most battleships).
You will see less bombers using CD in 4.86 because of Novas get fixed, i believe.

I think that CD should be removed from Cruisers, but GBs and lower should have it of cource

This is a horrible Idea and without a Reason. You got killed by someone, Pirate or Lawful, doesn't matter.

I completely agree that bombers should lose their CD and cannot think of a single reason why they have one.
TBH it's just admins and their friends insisting they keep them so they can just pirate without roleplay.
Pirates = Fighters. Bombers and gunboats = Fleets.
Pirates can't afford fleets because they have to buy gold for teeth and parrot food :rtfm:

I haven't seen many Cap fights. but from what i have seen(i could, again, be showing my noobness here) It seems like it's basically BB, Cruiser, GB, and bombers(heavy on BB and cruiser), with a smidgen of VHF's and below. If i'm wrong. . .
