Although IMO it doesn't seem like its too much of a problem as everyone does have the mindset of being in one faction with one toon at one time, Yes the wording does need a little work for those that might have trouble comprehending or looking for loopholes.

Baltar...I have been in more than two factions for quite some time, and I doubt that I pay little attention to each of them...on top of that, I've got BPA to manage.
The thing is, you can't deny the fact that nearly every faction on the server is getting close to owning their own system. This is extremely problematic for nearly everyone on the server.
