In your first post you said that the Xenos have the manpower to steal transports and freighters. You also said the Xenos don't have the resources to build their own ships...

So why would they get a new ship? If they can't make their own ships now, how would they produce big transport ships? Just get a freighter and say its "stolen". That's better than making a whole new ship because you want one...
