Several years of siding with Kusari does that to public opinion. I think it's fair to say that the Gaians don't have popular support in Bretonia. They swapped that for friends in Kusari.

Most bounty boards don't have things like sirius-wide blanket bounty on whole npc factions, because factions running the board are supposed to shoot them themselves, and giving out activity is bad idea.

In short, bounty hunters must suffer.

I'm confused about your confusion. you said you didn't see them on the bounty boards, someone showed you they are, then you turned around & asked the same question again

Since apparently you missed this part the first time:

The only unlawful NPC faction that is blanket-bountied in Bretonia is Corsairs. Other than that, the only bounties are pirates caught in the act. Gaians are not the exception, they are the rule.

Every other house has blanket bounties on all the expected pirate npc factions.

Seems pretty clear but I will type it more slowly.

Bretonia has blanket bounties on all Mollies and Corsairs, including indies. It does not have a blanket bounty on all Gaians. There are separate bounties on specific Gaian faction and those caught in the act of piracy but that does not cover the gunboat encounter I had earlier. I am curious about the absence of said bounty, and am therefore inquiring as to the diplomatic relations between Bretonia and the Gaians. If you still do not understand, I cannot help thee

Just because we didn't want to pay to bounty the entire NPC faction doesn't mean they aren't enemies. They very much are hostile.
