Just make the Exile bases not dockable for junkers but also not hostile, bretons have nothing against junkers, Exiles are there to help bretons in RP so they need to respect their ways.

I believe The Exiles need more friend than foe since they do have many enemy, so I guess its wont be a problem if they a bit soft to junkers.
Lets say, since Hog no longer fully support Kogen, I think Kogen would need new pet

I'm afraid you put the wrong word in bold.....fixed that for you. Zelot was absolutely right. Changing where they live will not change who they are.
Now, as to the original post, some would think that if the Kusarians who once hated Bretonians could learn to live among them peacefully, they might also learn to live with other groups who somewhat sympathize with Bretonia and have a strong interest in helping them keep Gallia out..........Oh never mind, Snooozer was right, aint gonna happen.
