FLStat says the only place where you can buy the power cells is the Admin station in Bastille. So, no.

A note: I have changed the cloaking device factory to use a "Derelict Nomad Artifact" rather than the "Nomad Power Cell" because it is still possible to acquire Derelict Nomad Artifacts.
Derelict Nomad Artifacts are lootable. Due to a number of screw ups at different updates and releases of discovery the infocards and the lootable items have been wrong. It is the way it should be now.
I'm locking this thread so this notice is not lost.
