True that you can build it at a fighter cargo load.
But having a base means rather fast: Core upgrade. => 50.000 units.
And with the new "law"...

You will very likely want to upgrade your base, so keep a module slot free for the Core Upgrade. To build this module, you will need the following commodities:

Oh noes! Did we do something with sound RP? You going to complain about it? That's nice.

We closed it for two reasons. It gives the GRP something to which we really need. The RP behind it is there is massive export of this and we decided to shut down it's export for a bit. Crazy idea for a House trying to maintain it's economy, huh?

You all complain that Gallia is never there. It's empty, a waste of time and effort. For once Gallia gets something that actually MAKES people come there. What do you want us to do. Watch you fly buy with the stuff and not do anything about it? No sir.

As for why GRP did it. The police handles interior house affairs as it should. GRP has always controlled trade in and out of Gallia for the most part with it's permits system. Sorry you are just not deciding to think about how Gallia runs.

There's the communications board. IDF have great control of Cryocubes so try contacting them about it. They need the activity. Stop whining on the forums and try dealing with things inRP about it.

And I'm too lazy to switch accounts. Whatever.

To answer what this thread is actually about rather than the band of whiners that jumped in afterwards: This was discussed with the relevant people beforehand, it wasn't just the police making the decision.

GRP taxes everyone for daring to come into Gallia, shoots anyone who doesn't comply. Activity suffers so the dev team turns all cyrotube production down in Sirius to send people to Gallia to up activity. GRP, in their wisdom, turns to taxing players who go to buy the cyrotubes to up their activity and then shames those who don't play along.

Oh no, our group happens to be 'shoot on sight' for not paying the obscenely insane amount + interest per 24 hours that we continued not to pay said amount, this after paying the GRP the tax for shipping the gold to the GMS station for their production.

Anyway, I believe the Gallic Junker base sells cyrotubes.

I think you'll find we asked Junkers for one payment and they refused, hence the fining.
