Correction, it changed during the time I was GRN 1IC and enforced the beginning of Zoner-Gallic diplomacy events to fix this bullcrap, but due to rl events I haven't been able to finish it so Dab did.
Zoners should indeed be neutral to GRN now, however the agreement was technically directed at the OSI and not the Zoners as a whole. Considering the OSI now have their player faction ID, I have no idea what happens to the Zoners ID repfix.
