There isn't a Smuggler ID any more; it was one of many that were merged into the Freelancer ID. You start with this so won't have your rep changed from as it starts unless you choose to.

I am pretty sure that Rhienland restart makes you hostile with GRN.
The best way to get full neutral is /restart Gallia and go take LR bribe, should fix rep to neutral (some undockable - shooting a few NPCs will solve) with everyone.

Can't confirm from what I remember.
/restart Gallia is really good for people, who want to trade lawful in the houses
/restart Rheinland + LR bribe at FP2 is the most optimal one, though.

Restart /freelancer , got to Bethlehem Station in Pennsylvania, get a Hessian bribe, kill Hackers, BAF and Hessians untill your rep with the Sairs gets neutral. The most neutral for me. Ofc you can get a GRN police bribe and kill some KNF for neutral rep with the GC and GRN(That is a complete neutral rep, exept for the guards, Wild and nomads)
