Keeping a faction interesting internally is a leader's job, yes. For example, for a PvP faction, the leader might provide certain incentives for players to utilise certain ships or fight certain enemies in a certain area. However, he's still limited to what the faction's ID permits them to do - he can't "make things interesting" by picking a new enemy on the other side of Sirius to start shooting (with very few exceptions, and which is often regarded as poor RP regardless). You not having fun in an Official Faction is really your own fault, as no one forces you to stay in a faction. Manpower is dependent on server activity and time zones, just like the enforcement of every single other inRP authority, be it lawful, unlawful or otherwise. If they meet the set standards which the Admins have approved, then they are permitted to take certain actions (such as formulating House laws). Don't like it? If you disagree with the system conceptually, then I'd care to point out that the Admins have implicitly agreed with the current law-creation status quo for years - only stepping in when they believe that certain Laws violate 1.2, be they too draconian or too harmful and unbalancing. It doesn't need an arbitrary number of hours. Those who are under the 48 hours will simply fly a bit more to keep their status. You're changing nothing, congratulations.
