Phooey, I guess everything I learned in electronics was wrong. The longer you charge a capacitor, the more charge builds up in it until it reaches its capacitance. You could drain the capacitor before it has reached capacitance for a greater rate of fire, or you could wait (i.e charge the capacitor longer) for a more powerful shot, but with a lower rate of fire.
