The LSF in the original game were basically the LPI only actually part of the government, whereas the LPI was a private company formed just to make up the numbers.
As to why the LSF suddenly became the CIA in Disco I have no idea, theres quite a few things in Disco that doesn't make sense vanilla lore wise.
