Actually I managed to get Zoners fully red by doing missions for Navy against Order in Alaska while making a guard rep. What I did is I went to Coronado and got a Zoner rep. Or do missions for GMG, that raises Zoner rep aswell.

Also bribe with Xenos or Unioners should do the trick too.

thats actually pretty wierd. Zoners is allied with Order, so killing Order NPCs makes you red to Zoners. maybe things got changed though...

If nothing has changed, the Zoners are friendly with the Order and the GMG. If you do missions for them, the Order and the GMG, your Zoner rep should improve.
