And I think that by a rules standpoint, this is what it means:
You CAN purchase a capship against the will of the corresponding faction. However, they are then FULLY within their rights to blow the hell out of you for theft, treason, etc. even if you share an ID.

Sounds like something to help improve RP, and maybe lower the amount of capship we have flying around everywhere with total lack of RP. I'd go with it.
