Junker ID is the best ID for smuggling, but you have to be a junker. Also you cant trade in Kusari and Gallia because junkers are kill on sight there, so for these houses, use either Hogosha (Kusari) or Gallic Junkers (Gallia) ID. So theres no option for implementing Smuggler ID again, since it was removed (i think) for that reason.

Also you mention Pirate IFF, its not possible because you first equip a Rogue ID, then switch to Pirate ID with FL IFF, and best mount a Roc (Waran is worse, i think). Or just use a gunboat, if your confronted by a type-2 turret transport (especially Shire) just try turret steering, so you can dodge its hits while you attack him, would be easy because transport shield is weak.
