I like the idea, if the graphics are kept small. Otherwise they will clutter the threads and cause the bandwidth problems everyone is on about.

why are you saying bandwidth problems?
this isnt any bandwidth problems
all pics (signatures/avatar etc) are stored at a pic hosting sites like imageshack etc
eg yours is http://img112.imageshack.us/img112/3391/amonsigwx0.png so how is the OP idea going to cause bandwidth issues

exactly, i dont knwo why people are talking about bandwidth issues, there would be NO change to any bandwidth, my idea was just a simple tick box on the users control panel, a tick box to a link of a picture HOSTED ON ANOTHER SITE LIKE IMAGESHACK, so no more bandwidth used than being used right now!!!
and the same for the header and footer images, the user would have the option of using header and banners
