Thanks for your suggestions puck. I have XP SP2 and I've done the GLS mod to the the ini files.
I don't believe the problem to be my ISP as other members who are on the same ISP (but different sub-net 52.x.x.x) are able to access that location.
I am starting to think its something on the Disco 24/7 end as I can access every other disco server......
