Even you have to admit, the dude seemed to be brain damaged from all that Arrakeen spice he took back in his academy days, lowering his midichlorian count to the level of bantha poodoo. They're pretty damn similar in effect. Considering minds are melded in the force meld, I'd say it qualifies. However, I think it much more likely that a Jedi mind-trick would be what is needed for the Republicans, much more likely than coming to the same conclusion through connecting their minds peacefully. Also implies they are weak-minded
