Also, there are multiple Liberty enforcement groups. LSF, SA, and LPI. Why cant there be more then one trying to bring them down?

Actually there are, the Lane Hackers, the Xeno Alliance, Liberty Rogues and the Democratic Peoples of Liberty.
Honestly I'm telling you that what you have here is the DPL. Now faction leading is a bloody headache and a pain in the backside. Join the DPL have fun and leave me to deal with all the hassle. I really would be happy to have you, and you can ask my faction members I'm no tyrant, I just sit in the back doing the paperwork whilst the rest of them get to do the fun stuff.

Xeno alliance only want isolation, DPL Is just a part of LR As far as i know, i could be wrong. Lane hackers are in it for the money.
And then theres the countless indie ships working for Liberty...
