I heard various opinions can Xenos pirate for money or not, opinions were differing from each other even in XA, as I remember from my times in that awesome faction, but:
- where's said / written Xenos may not demand cash?

On the ID. It doesn't have the usual line about piracy, but says "May demand cargo"
it also has that "may treat as combat target" line vs. foreign transports

Indeed, but it not says: "Cannot demand credits" ...
In my opinion this depends of the specific RP.

Demanding credits/cargo is covered in "may engage in piracy."
Xeno ID specifically says "may demand cargo."
Therefore, it means you can't demand credits, otherwise it would say you could pirate.
Now that that's clear, yes. Bribes. Donations. I seem to recall there was a brouhaha about this and Reavers a while ago. There's a difference between saying you're open to bribes and the person on the receiving end of those beautiful, beautiful particle guns offering you money to let them go. And of course, they can send you money and you can still blow them up. You're not under an obligation to let them go, then.
Xenos are ideological, but we're all human, so we all vary on exactly how ideological we are.

We never ask for credits. If you offer them, I'll take them just to laugh at you for being uninformed. Then I'll still make you drop your cargo, or kill you if you're foreign.
