Will OCAT be Outcast-only or Sirian Civilian tech cell? I'm asking, because arguments of it being in favour of the latter are that official OC would enforce punishments for unlicensed usage of their ships (if at all) and it would likely be already forbidden in all houses save for Bretonia (like Bactrian, PTransport and PTrain).
