Is it possible to forego the RA completely and sustain a POB with Robotic Hardware instead? If so are there any penalties for that?

You can do that. If you have 0 RA in the base, it will use the Robotic Hardware for repairs. The only drawback is, you will have one less repair commodity, and your base will be more vulnerable to sieges.

The MkIII Cloak (the new Transport Cloak) requires the same materials as the MkII (GB/Cruiser Cloak)

The Cloaks now use Batteries instead of the different Fuels.

Also the Transport Cloak is for Transports over 2200 hold.

The MkII Advanced is for Cargo Holds greater than 900 and less than 2200
