the current OHC is not in full charge. its a new team.
if you get a new job you are not perfect at it as well.
if you make a new OHC again you only cause one thing:

the time for the new team to work in will be longer again.

That's because the factor known as leadership in here is lacking. Guess what? Two of the current Order High Command got kicked from a faction because of this very issue.
