This won't really make any of the "New Yorkers" any better at RP, but it will make the RP involving the unlawfuls a lot more enjoyable.
I think this kind of restriction should be done Sirius wide though.
Especially in the Omicron systems (Alpha, Gamma, Delta, Minor, etc.)
