whats the big deal? - its just for enviromental purposes - docked at the also non playable OSC headquarter... players don t need to fly every ship they can see... some ships can be unachievable for them....

Because it exists... and not seeing a ship only docked is meh. Since it exists, it should fly. Why don't you just put there some Democritus instead? Why develop a new ship if it's not playable?
The OSC headquarters is only one and it's huge and it makes sense to be non-playable but the Yachts / Liners that dock on it should be playable.
