Regarding the restriction on Liberty caps - tazuras - 02-16-2009

Well I posted it in the .85 rule change thread so I guess I should post it here too. How does this restriction not violate the following ruling?

' Wrote: a character who is properly affiliated as a member of a faction (matching ID and Tag), may not be prevented from purchasing ships or equipment from a system belonging to the same faction, regardless of whether or not that system is owned by a player faction. For example, the Hellfire Legion may not prevent properly affiliated Lane Hacker characters from purchasing ships or weapons from Vespucci.

None of these decisions prevent a player faction or non-player faction members of an npc faction from exerting influence (including gunfire) on characters belonging to their npc faction who are behaving contrary to the accepted roleplay for that faction as created by the mod and described by the Administration. In other words, if a Corsair affiliated character is behaving contrary to the way a Corsair should behave (for example, allying with BHG and attacking The Order) then other Corsairs may consider him hostile and act accordingly.

The point is that disruptive behavior may be dealt with by factions and players within the guidelines of their roleplay, but the simple fact of a ship purchase does not constitute disruptive behavior.
The corollary is that no one may be attacked simply for neglecting or refusing to post in a "registration" thread. If someone behaves badly, then their behavior may be influenced, but not posting in a "registration" thread is not bad behavior, nor is it mandatory according to the server rules, nor will player factions treat it as mandatory.

(btw I dont really mind this restriction unless it prevents me from getting a liberty cap even if I do submit good RP, I just want the rules to be clear)

It does not violate it because so far, it has not been enforced with PVP-whoring.

No liberty cap has so far been blown up in order to enforce this. And infact the only fire exchanged was from someone who attempted to blow up the Durango upon hearing about it. Due to a lack of information and something of a knee-jerk reaction.

The reasons behind it arebaed on the concept of fair play, and the terms on which is it is done uphold that.

Admittedly I haven't been keeping up to date on this due to me being busy with an awful lot else. I have a series of people who I need to inform about this, and a few people who need to go on the roster, who admittedly while having not registered directly have shown themselves to be responsible.
