Btw!
NPC Capship respawn of your faction works only near planets where Capital Ships are flying.
So you must belong to one of the Home faction and kill mooring fixture of any Home planet where Capital Ships are initially.
If you kill with home faction tag station with cruisers population around - cruisers are with your faction after server restart.
Any way - NPC of your faction are appearing inside some population zones as jumpholes, jumpgates, asteroid fields, etc.
