You have some serious skills with a pen Swallow, a modern Da Vinci of model design. Run with that design and I think we'll have a winner.

Take the X shuttle as base and make line with Arrow and Crow.
If you take the bulk body of the X-shuttle shrink it to 1/3 of its front ,coping one of the side engines and pasting it in the mid, then add single fin up and you got ready Arrow.
Expand the ready Arrow on the wing like sides like current Crow and add some the typical double fins up and you got Crow that looks similar to the current one.
Take the Shuttle again shrink it a bit- add tubes and launching mechanisms under it, the fins from Crow and you got Havoc.
Some kind of modular design where you use the same main part for different ships and expand it with other parts to fit its role.

Gov, but in this case they will simply look similar, but won't be physically similar. but your Arrow's idea is great, could be something very interesting (Also, could be a Tigershark if Jinx makes Arrow first).
