Well when POBs were introduced Gallia had the cheapest cryocubes.

Perhaps...but then you're at the mercy of whoever is doing the building of the Cloaks, themselves. Ideally, the more PoBs out there churning out goods, the more competition, which means lower prices (yay capitalism!).

I thought Cryos were required for Core upgrading...but maybe it was for other.

Cryocubes have been replaced by Heat Sinks as a required Commodity for Base Building.
The difficult items requiring a bit of thought are:
Fusion Diodes - sold in 2 places. Planet Nuremberg, Munich and Manneheim Station, Frankfurt.
Optronic Arrays - sold on 3 Bases in Honshu (for Lawfuls Planet Honshu).
Argentium Silver - sold on 2 Bases in 0-7.
The rest of the commodities required for Base Building and for manufacturing of the 'Special Items' are readily available within the Game.
