That exact same line regarding "sufficient time to respond" has been there as part of the piracy rules for well over 5 years now and has never caused any problems, so I think we're safe on that one. Sure, every now and then there are people who - over frustration, confusion, or whatever - file reports on "insufficient time before attacking" just because the other guy only waited x-1 seconds instead of x seconds before the pretty fireworks, but doesn't mean we'd act on it.

Here's a little rule of thumb I use to stay on the safe side of that line: Wait at least twice as long as it took you to type down that "sufficient roleplay" before squeezing the trigger. Mind you though, this is not the "official admin definition" of the line, but rather someone with a "safety first" mentality sharing his personal experience on the matter.

I do not agree. For example, I'm planning to RP a hotel ship, and I want to use setmsg to post an announcement message every time I enter a system. Though I'm planning to change that message every 3-4 days or one week.

I dunno man, but if it takes you longer than 5 seconds to write "wait!" then perhaps games in which you have to interact with other players almost at every turn aren't for you.
