Things aren't always the same in public as they are in private.
For example, you dont really think that every coorporation in the world is a legitamate business, through and through, do you? With no corruption, no hauling or dealing of 'questionable' goods, and so on? Really?
That said, legality is determined by point of sale.

Wow, I wish I was in a player faction with a bunch of admins so I could get my own custom built ID. Let me ask you, did you wait 30 days to get an RP exemption to be shady or was that rule even around back then. Honestly I really don't mind, you guys do a great job admin'ing the server and that takes a lot of time so I think you deserve a few bonuses but could a faction without an admin or dev in it get a custom built ID (like harvester's, or CR, do they have admins and dev's in them?) and if not is that fair. By the way that is not a rhetorical question, I'm really not sure.

The CR and harvesters are both getting their own ID's and the SCRA has had one for a long time. None of those factions are led by an Admin.
The IND has been shady long before any of it's members became Admins. The Phantoms were also terrorists before any of them were Admins. So it's not a perk of the job, it's just always been this way. The ID is necessary owing to the increased RP restrictions and level of behaviour required from any official faction.

It is quite possible there is a reason for that.
