This is a mini event. We dont want that many ships. PIracy should be balanced and people should not be overdoing it

I certainly wouldn't mind 20-30 ships, but that would seem like quite a bit nowadays for a mini-event. In any case, if you plan to pirate one of the convoys, I would expect them to have at least 2-3 transports and maybe 1-3 escorts of various size.
