Solution: Don't pirate too far away from one of your bases. Then if a lawful cap comes into the system, go dock on your base and bring out your own cruiser or whatever. Or just have backup whenever you're pirating in House space - two bombers can solo a cruiser if the bombers know what they're doing.

As far as I know there are no capships in LPI.

The LPI maintains ONE Dreadnaut, the LPI-Leavenworth. Used to be the Rusty Donut. Read Zach's almighty story on it.

How does restricting or reducing cap ships improve RP specifically?

Because the logical conclusion of capship overuse by one faction, is a server consisting entirely of capships and powertraders. Case in point: large number of indie caps (especially battlecruisers) in Liberty. The unlawful factions operating in Liberty (Hackers, Rogues, Outcasts) then increase their own use of caps. The factions which oppose _them_ (Corsairs, RM, Bretonians) then have to increase their use of caps. This continues until the only fighters left on the server are NPCs.

And what difference does it make to RP if you RPing in a cap ship vs. a bomber?

Police should be in nothing more than a LF imo. A pair of LFs can handle anything up to a bomber. Beyond that it is no longer a police issue, it becomes a military issue.

Police would respond to the conditions they face, arming up if they face larger ships.

Also, since police do interdict smugglers they need something that can take down a large train effectively, that's bombers and GB's, not LF's

I don't really think my local police officer would get in a tank if some bad guys some how showed up with a tank...call the National Guard aka the Military... As far as taking down smugglers in large trains (which also imo smugglers should not have large trains) it is entirely possible to take them down with an LF... Nuke Mines FTW....also you can hamper their smuggling run so much so that they give in sometimes....

EDIT: Constantly ramping up the arms race just screams of PvPitude

I agree with this. Police are not the military and should know when to call in the big guns.

Edit: But I think the police should have acces to heavy fighters.
