So the question is, what is the actual difference between having less than 24 hours and less than 5 members to seperate factions into suspended and warned?
In reality, you are taking away the rights of factions for their lack of members which demotivates people to play even further.
It would be fair if either all factions were suspended for not meeting any of requirements, or all of them simply warned ( much less negative thing ).

Yes there are concerns about the system for factions and activity checks, it is one of the major areas occupying Admin discussions at present. A soon as something definitive appears the forums will get to know.
