Oldest Order| reference I could find was inaccessible for some reason but Here you go
Hearing from stories of older vets, I know that there was time when discovery community started to frown upon "individual faction lore" and demanded that factions should take role as carbon copy and guardians of NPC factions. Thus Black Squadron (tagged BS|) ditched its designation somewhen in 4.84 to become Order| of today.

Nah. There are older factions. Before this model was implemented. I think the oldest living factions which were not disbanded are the following. I am not 100% sure though, since I joined Discovery in 2008.
1. Rheinland Military - [RM]
2. Lane Hackers - LH~
3. Liberty Navy - [LN]
[HF] predates LH~ and [LN]; =SA= was the Liberty Navy faction way back then (but they later became [LN] after merging with another LN faction, I think). While it has lost Official status before, the faction did essentially persist before regaining it.

Also pretty old... very hard to get specifics; but definitely existed in 2006.
The correct answer to the OP's question is, as already stated, [RM] which has been roughly the "same" faction ever since 2006.

Oh wait, OP said “oldest faction still alive”... I guess Black Squadron isn't technically still going unless you count them as Order.

BS| never died/disbanded, just changed tag: Therefore it's the same faction. Furthermore, Order| is official ever since the very inception of idea of said official factions. So it will be either BS/Order or RM.
