Is there any particular reason why Gaians are excluded or it was merely overlooked?

Triumvirate has a Bomber Slot left.
Also I'm allowing the Gaians to participate under the Gunboat slot as a test for this round. I suggest the Corsairs kidnap- erm I mean 'locate' acouple folks for Cruiser duty. (angel)
