Because people basically engage Nomad players and pile up on them, not allowing them to RP.

I realize, all these years, I can not remember a single encounter happening between a nomad and a nomad, having a casual chat with each other. Incredible!
I suppose the mindshare makes it impossible. They'll never get to properly socialize except if they meet humans who mostly want to shoot at them! Poor nomads!

Infinite cloaks have way too many disadvantages already. Get yourself a cloak disruptor and turn it into mere decoration.

They're already taking more time to activate, like, Duk cloak takes about two mins to be charged. And I can't see any sense of removing infinite cloaks for K'Hara. Like, purchase one of these abusive Cloak Disruptors and don't get buttcloaked anymore, or get buttcloaked. Simple.

Their way of communicating is by telepathy, the sharing of experiences and thoughts. So 'speaking' for them would be an inefficient way of communication.

If it wasn't obvious enough already, you clearly didn't put thought into it before writing. Think about the possible uses (and be realistic about it) that infinite cloaks effectively have and discover that it has exactly two small niches it can be used in, one of which is easily countered by the cloak disruptor and the other having no direct combat applications. After you're done thinking about that, try again.
