Correct. Usage: /givecasht <cash> [anon]
It was added at midnight yesterday, I tested it and it worked fine.

No. Anon can be used to hide whom the money is from.

/givecasht 1000000 - You have sent 1,000,000 credits to Dave.
/givecasht 1000000 anon - You have sent 1,000,000 to Dave anonymously.
