Foxglove has some nice points on the positive/negative defining on ID's

As for the actual ID lines, it was my understanding that a) Corsairs can treat cardamine/ Blodo Diamond smuggles as combat targets anywhere (why wouldn't I shoot them?) and b) The Unione Corse can escort and bounty hunt anywhere too since otherwise it would be a redundant line, since everyone is already allowed to escort/ bounty hunt in their ZoI.

The "only positive or only negative" permissions proposed by foxglove doesn't really work here because the IDs list exceptions to given permissions, and differences towards rules for other factions.

It seems to me that the IDs can be rendered shorter and easier to oversee like this (just examples for the principle):

You could also summarize a lot of lines as "enforce X house Law". I guess anyone using a law-enforcing ID has to be familiar with them anyway. (laws also need to be made easier and shorter to read but that's another topic)

You should really attentively re-read my post, then your statement, and consider why the above statement is nonsensical.

My proposal literally is taking into consideration that there are "given permissions". I merely propose that we take a stance where you are a priori either allowed to do everything and then the ID would be used to negatively defined what you cannot do as an exception from the rule that you can do everything, or you disallow everything and then the ID would be used to positively give you certain permissions, like being able to pirate players, or engage ships.

Or maybe instead of declaring it to be nonsense, you could think about what I said a bit more.

In every case where there is an exception to something that is forbidden (for example you cant shoot lawfuls but you can shoot unlawfuls), you'll have to express that it's permitted in certain circumstances (here: unlawfuls) too.

And that in cases where there is an exceptions to something that is is permitted (for example you can shoot unlawfuls but you cant shoot lawfuls), you'll have to express that it's forbidden for the exceptions.

There is certainly room for removing redundant things and formulating IDs shorter than the existing ones. But using either only positive or only negative formulations isn't necessarily the best way to describe everything. Although saying only what is forbidden may be shorter in most cases.

Also, IDs give suggestions and ideas to what SHOULD be done, not only say what shouldn't be done, even if that were shorter.
