Not quite.
While there are times that this rule could restrict certain RP elements of the game, it is put there because of abuse by players. It's all well-and-good to do as you say, and use it as RP, but by far the majority of instances would be a thinly veiled (if that) revenge attack on the pirate who got you.
Problem with you're scenario is that I don't believe the Order pilot would necessarily care about pirate hunting, they've got bigger fish to fry.
But, if you wanted to call 1-800-BAF-TOGO after you've been pirated in Leeds or Cambridge, I'm sure they'd be willing to lend a hand.
