As in, does the CD slot apply to only quasi-lawfuls and unlawful transports are combat targets regardless of equipment, or does the CD slot apply to both?
CD slot requirement applies to both.

Yes or NO?
The Outcast ID currently has lines saying:

- Can attack any ships within their Zone of Influence, except transports.
- Can demand cargo and credits from any ship within their Zone of Influence, and attack them if they do not comply.

You can attack a Shetland in a cruiser only after making a reasonable piracy demand, and they refuse to comply. On the other hand, if you happened across a Corsair Raba with a cruise disruptor mounted, you would be able to treat it as a combat target because the "except transports" line wouldn't apply to the first clause.

Cruisers and battleships are treated no different from any other ship class in respect of transports under the current rules.

Will now make sure that my Freelancer Trade Ships don't have anything mounted in the CD slot.

I have no problem with being pirated, but being destined as an automatic combat target, by some trigger happy people, just doesn't float my boat.

You need to add this line to every single CD in bright red, right under the title of the equipment

Warning: Using this item on transports forfeits their protection from being attacked by capital ships.

Or something similar, specifying which types of IDs. But once you need to be that specific, maybe an alternative to this should be further considered.

May i clarify what is considered a "Reasonable" Demand! While i understand how the rule is set out when i first joined a one [RHA]Yan-Borg introduced me into the world of Piracy alongside another Hessian indie and they taught me their moral code to piracy demands!

Full Cargo Hold - up to 2 mill per person that is pirating dependant on the cargo if it is only one person pirating then demand no more than 4/5 million - If refuses on the fact they do not have that much an offer of what they can afford is acceptle to negotiate (you can't base how rich they are by their level)

Empty Cargo Hold - we never requested more than 1 million from an empty cargo hold unless the RP warranted that they have just dropped off cargo to which their could be a chance for more so up the offer and allow for barter!

Because of our RP we had more people paying up a simple amount than what i see people being harassed for 10 million or more in RP is that acceptable really we made more Credits pirating small amounts on one trade lane i think on my first day of pirating we secured 20 million between the three of us and made no negative impact to their rp or ours it was positive play all round and i believe there was only 1 or 2 that refused and got shot down but we ddn't just shoot them outright we got them down health and gave them ample chance to reconsider our offer before total destruction!

I think there needs to be a Moral Code among pirates Indie and official cause honestly you are not only ruining others gameplay and RP you are putting a negative view upon yourself in RP for making outrageous demands and just killing the transport cause they can cause of refusal to pay outrageous demands this is just my thoughts i live by a Moral Code in RP on a Pirate and live more confortably than a pirate with a get rich quick mind everyone else has strict guidelines on how to RP but it seems fast and loose with Pirates, i don't feel there is enough definition to what is an "Acceptable" amount to demand but thats just me!

If the transport is hauling 5k Uncut Diamonds for example, 15 mil is a reasonable demand just like 5 mil is reasonable for an empty 5ker.

This is a good idea. It'd make things really clear.

Otherwise cool changes I guess. I'm still of the opinion that transports, no matter what ID, should always require a demand.

All that's needed now is to lock caps to ZoI.

There is nothing fun about being transport and in a situation where your only gameplay option is to die. That does not create a good game.

This seems to be a balance problem and not one of server rules, though.
