Uh yeah except with how strong transports are, how often they use RP to distract while trying to get away, its just a needless buffer. Sometimes you'll have no chance of actually getting a ship unless you try to do as much damage as you can when their drop out of cruise.

If the other ship has nothing to reply over, why the need to wait? Most ID's have to wait for a reply to a demand, only more serious ID's give you the ability to directly engage other ships. If you are playing one of those ID's, RP with your opponents is potentially limited anyways. Since its an rp server when convenient, and a pvp server when convenient, it does seem like a little extra protection. Oh the amount of times I've had people get away beecause of 'roleplaying'.

If you want to feel safe, stick to the tradelanes, get a cloak disruptor. If you take a risky route, you may wind up in trouble! Again with how close dock points are, nothing like knowing they got away because of the need to hesitate for no reason. The interaction goes as expected for such opposing ID's, rp is limited and not friendly. You can still get plenty of mutual RP in from other situations, and so can they. I didn't vote on the suggestion in OP, would prefer it say instead, 'Attacking without roleplay. Players must be given reasonable time for a reply to roleplay if there is a demand made upon them'. That means when you can engage a ship as a combat target, drop your two lines, and attack, afk traders will suffer.

If people get away from you that way - it's entirely your fault, lacking flexibility and acting too strict within some mainstream views that come god knows from where. Hiding some nonsense behind long walls of text half people won't even bother reading.
But do believe me, 10 seconds isn't that long and it's well reasonable time for an assailant to wait for his victim to respond, and kill it after.

I dont want to start any drama or get involved into it (which i probably am as I write this), but the part with the cloak is something that I think there may be a solution in between. Rather than no RP at all, that's not the problem, the problem is with the 10 seconds time. Keep the RP but just remove the 10 seconds. I mean, its not like a lot of Khara buttcloakers dont give a shet about the 10 seconds (nothing personal just stating, tbh I havent been buttcloaked that way enough to be mad, so dont yell at me pls), or many other buttcloakers because it just slides unnoticed, people just dont care about it so thus it goes unnoticed

tl;dr for cloaked vessels just remove the 10 seconds thing and thats it.

easy balance in between

making 2 lines of RP is not hard

Yes, and i have been specific enough in my previous post, expressing my thoughts clearly and succinctly. It is a virtue you're lacking.
Inability to abide something so simple and clear is your fault, not a person that outwits you so easily that you let them speak your teeth and get away with it. Get good.
