Then you must either supplement the rule, or leave it as it is. Then my theory will work.
According to your theory, any additional tags like HMS- RNS- LNS- are a violation of the rule. I mean with official faction tag. Since there is other tag

Arguing for the sake of argument. Maybe its just a game theory, like and subscribe. P' sure that's up for the OFs to duke it out. The line mentions official factions, which a collective cap tag isn't. But also I don't care enough to look into that one any furhter.

The bottom line is that it is possible and the rules are not prohibited.

Yes that's exactly in our plans. Interspace |Aoi 5kers trading ore mined by Daumann |Aoi miners and escorted by |Aoi LPI ships.
this is Aoi activity this month. Nostalgia is a trader I think?
