No. The problem is that everybody has the right to do missions. And most people in the server does not know that the cause of the lag are the missions.
Also, most of those people don't play the missions to lag the server, they play it to fix rep and make money.
Imagine how would you feel if somebody blows you up from the space just because you are doing a mission?

It was more meant to target those continually doing missions when they know it lags the server...er... creates electrical disturbance that is.
Would a screenshot of a warning being turned down be grounds for a bounty to be acted on?

I told that SS guy twice in private, as did Bestflyer, and over uni chat. I believe admins need to speak with him. He was doing missions when he KNEW it was lagging the server for everyone. I made that point VERY clear.
