Yes.
If they have the Guard ID, they can get that ship.
Nobody can stop them indefinately except the Admins, which they won't unless he breaks a rule (Including being OORP, so that is covered)

I am that caracter. all the times i have bean there is for a fair pvp fight. but you LN all rush there eaven if im 20 klicks away from nerest TL or base or planet.
i manage to get one fair fight when we hide behind the planet but 3 min later thers 2 bs 4 cruisers 8 bombers and eaven traders attacking me ^^
many have contacted me for a good and fair pvp.
im not goint to texas any more there is nothing fun whit pvp=(14 vs me) you guys how still want a fair pvp fight pm me and we can meat somwherells;)
