That projects been done as well. Its called Civi ID Hack.
Should a Civillian carry a codename gun, they can have it pirated (unlawful) or confiscated (lawful) or be destroyed should they refuse for "having secret tech the pirates could make good use of" (unlawful), or for "carrying classified military tech" (lawful)

If this effected non-speedmodders like this. What did it do to actual speedmodders? Divide by 0 Multiplied by 2? or disable their respawn button.
