The problem is that most people, when given a few million, go say "I'mma buy a bomber and pie rat olololol" Which is true. Most people make a pirate right after their trader. My Spa and Cruise takes me through New York, and sometimes I pick up a promising fledgling, and take him on escort. Of course, I dump him whenever I go through Guard systems.
