Alternatively make them unusable for say 30 days. This would definitely prevent people from coming back until their ship was rebuilt.
Some ships don't have to be rebuilt. e.g. I have a ghost ship that disappears for the time it has to be away after it dies, then comes back. Or Wesley Richter's Wrath isn't destroyed ever, it's saved before that by the Nomad Power Cell in it.
Also completely changes game dynamics. Nobody would wanna die, so bounties would either be extremely pointless or spiteful.
This has been brought up before and I believe most everyone was against it. Traders who don't pay and get destroyed (or alternatively run into Phantoms or some other terrorist) gotta start from scratch.

Oh we could make it so that if you have a nomad power cell (or another special item) the restriction didn't apply...and maybe the power cell gets used so that it only works once. Just a random bored thought.
