This is Commander Kurt to Council of Corsair Elders from aboard of Empire's dreadnought "Interdictor". Our ship stands on patrol of border regions of our Empire. While main fleet is standing on duty in core region we are supporting lighter class ship's operations around Omicron Eta and Omicron theta border regions. In this moment we are based in our border Etna base. According to new law i should leave that region without support, i'm requesting permission to operate in border regions to assist our forces against threats coming from outcasts and hunters.

I need the official council word about 2 diferent situations
-How to deal with empty transports (especially when they ask for Docking rights on Crete)
-The presence of neutral Warships on Corsair Space (or any non order capital on Omicron Gamma)
